Both Phase-5 gates are checked with passed !== true -> throw **before** the stamp breakpoint in straight-line control flow, so the seal is unreachable without them. A structural element that still fails its governing load combination after the fix budget throws: there is no reduced-scope stamp path.

Hold points and deviations

Hold points come from the QC plan's inspection protocols and are processed **sequentially** — construction sequence is physical, and parallel release would authorize covering work out of order. Non-conformances surviving the bounded re-inspection loop are routed through RFI triage and, when they are true departures, through an EXECUTED deviation assessment; an engineering-unacceptable deviation is rejected before any approver sees it. A revision that touches sealed content is surfaced in metadata.restampRequired — the process never silently re-seals.
