Key Ceremony overview

Executes a formal cryptographic key generation or rotation ceremony — preparing the secure environment, gathering authorized key custodians, generating key material with auditable entropy, splitting or escrowing secrets, and recording the ceremony log. Excludes day-to-day secret rotation.
