Governs the lifecycle of Helm chart promotion across environments -- validating chart templating against values overrides per environment, running helm lint and kubeval/kubeconform validation, executing integration tests in staging, verifying resource quotas and limit compliance, promoting to production chart repository with semantic versioning, and coordinating rollout with ArgoCD or Flux sync.
