discoverHarnesses() checks CLI availability at startup. No runtime health monitoring.
## Target State
Continuous harness health monitoring during runs. Error rate tracking per harness. Circuit-breaker pattern: mark harness unhealthy after N consecutive failures, retry after cooldown period.
