Reconciliation overview
Reconcile in-memory orchestrator state with the external source of truth on restart or after a crash. The primitive replays journal entries, checks issue-tracker state for tasks that completed or failed while the orchestrator was down, and brings the in-memory model back into consistency before resuming normal operation.
