Issue Tracker Sync overview
Synchronize task state with an external issue tracker (GitHub Issues, Linear, Jira, etc.). The primitive pushes status updates, comments, labels, and assignee changes from the orchestrator's internal state to the tracker, and pulls back human edits such as priority changes or re-assignments. Keeps the tracker as the canonical human-readable record of work in flight.
