Azure cost-reduction workflow. Bootstraps az CLI + auth + sub selection (pattern from azure-systems-discovery), pulls pricing/advisor/cost-mgmt/reservation data, estimates per- resource monthly $, builds prioritized recommendations across 5 risk tiers, walks each through a per-action breakpoint with mandatory backup-before-destroy on Tier 4. Every task is `kind:'agent'`; agents run `az`/`jq` via Bash in their own `tasks/<effectId>/` scratch dir. Tasks pass JSON forward via `result.value` — no shared FS contract. The only user- controlled path is `inputs.outputDir` (final report only).
