Symphony Status Surface overview

Operator observability dashboard for monitoring Symphony's runtime state. Displays active issues being processed, agent session status, workspace health, poll cycle metrics, retry counts, and error logs. Provides the operator visibility into the autonomous issue processing pipeline without requiring direct log inspection.
