Symphony Poll Tick overview
Periodic issue tracker polling primitive. Symphony's main loop polls Linear (or other issue trackers) on a configurable interval to discover new actionable issues. Each poll tick evaluates issue labels, assignment, and state to determine which issues should be picked up for agent processing. Implements exponential backoff on failures.
