Paperclip Budget Control overview

Budget hard-stop auto-pause primitive. Tracks token and cost consumption per task and per company. When a configurable budget threshold is reached, the running agent is automatically paused and the operator is notified. Prevents runaway agent costs with configurable soft warnings and hard limits.
