Runtime manages the poll-dispatch-reconcile loop. Creates isolated
per-issue workspaces with git worktrees, spawns coding agent
sessions with bounded concurrency, monitors for completion, and
posts results back to the issue tracker. Filesystem-driven restart
recovery via workspace state directories. Exponential backoff
retry on transient failures.
